{"id":2512,"date":"2024-06-30T17:40:47","date_gmt":"2024-06-30T17:40:47","guid":{"rendered":"https:\/\/aap.umb.sk\/?page_id=2512"},"modified":"2026-07-03T11:59:44","modified_gmt":"2026-07-03T11:59:44","slug":"ethical-standards-2","status":"publish","type":"page","link":"https:\/\/aap.umb.sk\/?page_id=2512","title":{"rendered":"Ethical standards"},"content":{"rendered":"\n<p><strong>Statement on compliance with publication ethics and publication practice:<\/strong><\/p>\n\n\n\n<p>The editorial board of the peer-reviewed scientific journal Acta Aerarii Publici has adopted the Acta Aerarii Publici journal&#8217;s <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-cyan-blue-color\">Ethical standards<\/mark>, which are prepared according to the <a href=\"https:\/\/publicationethics.org\/core-practices\" data-type=\"link\" data-id=\"https:\/\/publicationethics.org\/core-practices\">Core Practices<\/a> standards of good publication ethics, developed by the International Commission for Publication Ethics \u2013 <a href=\"https:\/\/publicationethics.org\/\" data-type=\"link\" data-id=\"https:\/\/publicationethics.org\/\">Committee on Publication Ethics (COPE)<\/a>. The standards establish the rights and obligations of all parties involved in the publication process (publisher of the journal, editorial bodies of the journal, reviewers, and authors) and are binding for all subjects participating in the publication of the journal. Our goal is to ensure maximum quality, neutrality, objectivity, and transparency of the journal.<\/p>\n\n\n\n<p>The publisher and editors of the journal Acta Aerarii Publici have adopted the <a href=\"https:\/\/publicationethics.org\/resources\/guidelines\/principles-transparency-and-best-practice-scholarly-publishing\" data-type=\"link\" data-id=\"https:\/\/publicationethics.org\/resources\/guidelines\/principles-transparency-and-best-practice-scholarly-publishing\">Principles of Transparency and Best Practice in Scholarly Publishing<\/a>, which they apply to the published content of the journal; editorial decisions are based on a scientific approach. The journal promotes the ideas of accessibility, diversity, equality, and inclusion.<\/p>\n\n\n\n<p class=\"has-text-align-center\"><strong>Author<\/strong><\/p>\n\n\n\n<div class=\"wp-block-group is-vertical is-layout-flex wp-container-1 wp-block-group-is-layout-flex\">\n<ul>\n<li>The author is required to familiarize himself with the Guidelines for authors and the Ethical standards of the journal before sending the manuscript<em>.<\/em><\/li>\n\n\n\n<li>The author sends the manuscript to the official e-mail of the editors, which is listed on the pages of the journal, in accordance with the Instructions for submitting manuscripts.<\/li>\n\n\n\n<li>The manuscript must be original, based on the author&#8217;s own research, present scientific results objectively and clearly, and its content must be in accordance with the goals of the journal.<\/li>\n\n\n\n<li>Authors may not submit the same manuscript to multiple journals at the same time and they may not submit articles that have already been published. Republishing the same research is unethical and impermissible.<\/li>\n\n\n\n<li>The author<ins>s<\/ins> must be properly credited and all coauthors must have contributed substantially to the research and preparation of the articles. Persons who have not contributed significantly should not be listed as authors. All coauthors must approve the final version of the manuscript and agree to its publication.<\/li>\n\n\n\n<li>The works of other authors that were used in the creation of the article must be properly cited or listed.<\/li>\n\n\n\n<li>Plagiarism in any form is unethical and unacceptable, including presenting work other than your own, copying<ins>,<\/ins> or paraphrasing essential parts of another document without citing the source.<\/li>\n\n\n\n<li>The authors are obliged to ensure that the stated data and research results are accurate, unfalsified<ins>,<\/ins> and properly presented.<\/li>\n\n\n\n<li>The mentioned cases of violation of ethical principles are the reason for rejection of the manuscript.<\/li>\n\n\n\n<li>The authors should be prepared to share raw data as appropriate for review and to allow replication of the research by other scientists. If this is not possible due to privacy or other restrictions, they should state this in the article.<\/li>\n\n\n\n<li>If the article contains data on persons, the authors are obliged to ensure the protection of personal data and obtain the consent of the persons concerned to publish these data.<\/li>\n\n\n\n<li>The authors are required to declare any financial or other conflicts of interest that could affect the results or interpretation of their work. The author is responsible for listing the sources of funding for the project and the contribution of scientific and research institutions and other entities.<\/li>\n\n\n\n<li>The authors respect the review process and are prepared to accept constructive criticism, respond to reviewers&#8217; comments, and, if necessary, revise the manuscript in accordance with the recommendations.<\/li>\n\n\n\n<li>If errors or inaccuracies are discovered after publication, the authors are obliged to cooperate with the journal to correct or withdraw the article.<\/li>\n\n\n\n<li>By sending the manuscript, the author agrees to include his name, surname, workplace, and contact e-mail address in the resulting article.<\/li>\n\n\n\n<li>By submitting a manuscript, the author grants the journal the free right to publish it, and his copyright and publication rights are preserved.<\/li>\n\n\n\n<li>The author agrees to include the published article in all databases in which the journal is currently indexed or will be indexed in the future.<\/li>\n<\/ul>\n<\/div>\n\n\n\n<p class=\"has-text-align-center\"><strong>Reviewer<\/strong><\/p>\n\n\n\n<ul>\n<li>The reviewer is obliged to become familiar with the Ethical standards of the journal, the form of the review opinion, and the method of its preparation.<\/li>\n\n\n\n<li>Reviewers should only accept the role of reviewer if they have the necessary professional qualifications and experience to evaluate the content of the manuscript. If they do not feel qualified to judge a certain aspect of the manuscript, they should <ins>i<\/ins>nform the journal editor.<\/li>\n\n\n\n<li>Reviewers should communicate openly and honestly with the editor of the journal, provide accurate information about their expertise and availability, and work together to improve the review process and the quality of published articles.<\/li>\n\n\n\n<li>Reviewers must be impartial and objective in evaluating the manuscript. Their evaluation should be based on the qualities of the manuscript, without personal bias or bias against the authors. Criticism should be constructive and supported by clear arguments.<\/li>\n\n\n\n<li>Reviewers are required to declare any potential conflicts of interest that could affect their objectivity. If there is a significant conflict of interest, the reviewer should decline to review the manuscript.<\/li>\n\n\n\n<li>Reviewers must maintain the confidentiality of all materials provided to them for review. They may not discuss the content of the manuscript with anyone outside of the journal&#8217;s editorial board or use information obtained during the review process for their own benefit.<\/li>\n\n\n\n<li>Reviewers must respect the intellectual property of the authors. They should not use any information, data, or ideas from the manuscripts for their own research projects without the permission of the authors.<\/li>\n\n\n\n<li>Reviewers should provide a clear, detailed, and fair assessment of the manuscript. They must justify their recommendations and comments, identify the strengths and weaknesses of the manuscript, and suggest improvements if necessary.<\/li>\n\n\n\n<li>Reviewers should be alert to potential ethical issues such as plagiarism, falsification of data, or unauthorized publication. If they suspect a violation of ethical standards, they should immediately report it to the editors.<\/li>\n\n\n\n<li>Reviewers should conduct reviews in a reasonable amount of time and adhere to established deadlines. If they are unable to meet the deadline, they should immediately inform the editors so that other reviewers can be appointed.<\/li>\n\n\n\n<li>In the anonymous review process provided by the journal, reviewers should maintain anonymity and not reveal their identity to the author even after the review process is complete.<\/li>\n\n\n\n<li>All reviews are done anonymously. The editors do not share authors&#8217; data with reviewers.<\/li>\n\n\n\n<li>The submitted manuscript is always reviewed by at least two external reviewers.<\/li>\n\n\n\n<li>The result of the review process can be acceptance without changes, modification, revision, or rejection of the manuscript.<\/li>\n\n\n\n<li>The reviewer helps the editorial  office, and the editorial board decide whether the manuscript should be published or not. The reviewer&#8217;s comments in the peer review serve to improve the quality of the submitted article.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-text-align-center\"><strong>Journal<\/strong><\/p>\n\n\n\n<div class=\"wp-block-group is-vertical is-layout-flex wp-container-2 wp-block-group-is-layout-flex\">\n<ul>\n<li>The journal and its components (publisher, editorial board, and editorial office) undertake to act and act towards all parties involved in the publication process in accordance with ethical standards and to observe not only good publication ethics, but also the credibility of the journal.<\/li>\n\n\n\n<li>Editors and members of the editorial board must declare any conflicts of interest that could influence their decision-making. If there is a significant conflict of interest, the member should not make decisions about the article and should refrain from any influence on the publication process.<\/li>\n\n\n\n<li>The journal must publish clear guidelines for authors and reviewers entering the entire publication process. These guidelines should be accessible, clearly defined, and transparent.<\/li>\n\n\n\n<li>Journal editors must ensure the independence of the editorial process. Decisions to publish articles must be based solely on academic criteria and scientific merit, not on personal interests, financial pressures, or other external factors.<\/li>\n\n\n\n<li>The editorial staff of the journal must maintain the confidentiality of manuscripts and information from the review process.<\/li>\n\n\n\n<li>Editors are responsible for ensuring a fair, objective, and unbiased review process. They must select reviewers who are experts in the field and have no conflict of interest.<\/li>\n\n\n\n<li>The journal ensures anonymous review by two independent reviewers.<\/li>\n\n\n\n<li>Without peer review, the journal only publishes informative manuscripts, reports, and reviews.<\/li>\n\n\n\n<li>In case of suspected ethical violations, such as plagiarism, falsification of data, or other inappropriate practices, the editorial staff of the journal must take reasonable steps to investigate and resolve these issues. This may include contacting authors, their institutions, or other relevant authorities.<\/li>\n\n\n\n<li>The journal must be prepared to correct, retract or issue a statement on published articles if errors or inaccuracies are discovered after publication. The process of such corrections must be clearly defined and transparent.<\/li>\n\n\n\n<li>The journal must ensure long-term availability and archiving of published articles, in print or electronic version.<\/li>\n\n\n\n<li>The journal should have defined policies regarding open access or other forms of making content available to the public.<\/li>\n\n\n\n<li>Suspected violations of the journal&#8217;s ethical standards or their violation in any form or unethical behavior must be reported to the journal immediately. To investigate the matter in question, all information and evidence must be provided to the journal in this regard.<\/li>\n\n\n\n<li>The editorial board decides on the final decision to publish the text based on the results of the anonymous review process.<\/li>\n\n\n\n<li>Editors or editorial board members who publish in their own journal must ensure that their position is not abused. <\/li>\n<\/ul>\n<\/div>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>The journal supports transparency and good practice in academic publishing through the adopted <\/strong><em><strong>Ethical standards<\/strong><\/em><strong> of the journal and follows the <em>Principles of Transparency and Good Practice in Scholarly publishing<\/em><\/strong>.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<div class=\"wp-block-group is-vertical is-layout-flex wp-container-3 wp-block-group-is-layout-flex\">\n<p><strong>\u00a0USING OF ARTIFICIAL INTELLIGENCE<\/strong><\/p>\n\n\n\n<p>The journal recognizes the contribution of generative artificial intelligence and AI-based tools in increasing the efficiency of research processes, supporting knowledge creation, and improving the quality of scientific work outputs.&nbsp;<\/p>\n\n\n\n<p>The journal is aware that the rise of artificial intelligence has significantly increased the need to carefully consider the use of AI in scientific publishing, taking into account both its potential and risks.&nbsp; When using artificial intelligence (AI) and its tools, it is essential that all participants in the review process follow the set rules<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-group is-vertical is-layout-flex wp-container-4 wp-block-group-is-layout-flex\">\n<p class=\"has-text-align-center\"><strong>\u00a0 <\/strong>                                          <strong>Use of Artificial Intelligence by Authors:\u00a0<\/strong><\/p>\n\n\n\n<p>The author (authorial team) bears full responsibility for the content of the manuscript, including the accuracy of data, originality, scientific integrity, interpretation of results, and all conclusions presented in the submitted article.&nbsp;<\/p>\n\n\n\n<p>Authors may use generative AI tools in the preparation of the manuscript solely as a supporting aid, for example for language editing, stylistic proofreading, translation, or technical assistance in processing the text. The use of these tools does not need to be disclosed.&nbsp;<\/p>\n\n\n\n<p>Authors are required to familiarize themselves with the terms of use of the AI tools they use in manuscript preparation.&nbsp;<\/p>\n\n\n\n<p>If other AI tools were used in the preparation of the manuscript, authors are required to disclose this fact transparently when submitting the manuscript. The declaration must include the name of the tool used, a brief description of the purpose and method of its use, and the scope. Failure to disclose relevant AI use is considered a violation of publication ethics.&nbsp;<\/p>\n\n\n\n<p>Stating the use of AI tools should be mentioned in the introduction of the article as well as in the methodology section. If the research activity itself involves a method\/analysis\/design using AI, it must be clearly stated. AI tools don\u2019t meet the criteria for authorship, so they can\u2019t be listed as an author or co-author of a scientific article, and they can\u2019t be cited as a source. The journal&#8217;s editorial team reserves the right to ask authors for additional information about the use of AI tools if needed to assess the scientific integrity of the manuscript.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-group is-vertical is-layout-flex wp-container-5 wp-block-group-is-layout-flex\">\n<p>                                           <strong>Use of Artificial Intelligence by Reviewers:\u00a0<\/strong><\/p>\n\n\n\n<p>The expert assessment of a manuscript, including evaluating its scientific quality, originality, methodological accuracy, and recommendations to the editorial board, must be the result of the reviewer\u2019s independent professional judgment.&nbsp;<\/p>\n\n\n\n<p>The reviewer is fully responsible for the content of their review and for maintaining the principles of trustworthiness, objectivity, and ethics in the review process.&nbsp;<\/p>\n\n\n\n<p>Reviewers are required to keep all materials provided for review confidential. Manuscripts or any parts of them must not be uploaded to publicly accessible or commercial generative AI tools.&nbsp; When evaluating the scientific quality of an article, the reviewer must take into account any information provided by the author(s) about AI tools used.
