Abstract: Cluster organizations play a crucial role in driving the progressive development of specific regions while simultaneously serving as a key factor in enhancing the competitive landscape for businesses. Given the diverse nature of their operations and varying influence across economic sectors, a tailored evaluation model is employed. This model utilizes benchmarking as a methodological approach to assess the quality of their management effectively. The paper focuses on evaluating the criteria applied to clusters, highlighting the urgent need to consider additional factors such as the efficiency of funds utilized and the characteristics of members and their collaborative dynamics. These elements can help identify the optimal cost-benefit ratio to achieve the organization's objectives effectively.
